 To qualify to cast an in-person absentee ballot at the county clerk’s office
  • Is a resident of Kentucky who is a covered voter as defined in KRS 117A.010, who will be absent from the county of his or her residence on election day;
  • Is a student who temporarily resides outside the county of his or her residence;
  • Has surgery, or whose spouse has surgery, scheduled that will require hospitalization on election day;
  • Temporarily resides outside the state, but is still eligible to vote in this state and will be absent from the county of his or her residence on election day;
  • Is a resident of Kentucky who is a uniformed-service voter as defined in KRS 117A.010 confined to a military base on election day, learns of that confinement within seven (7) days or less of an election, and is not eligible for a mail-in absentee ballot under this subsection;
  • Is in her last trimester of pregnancy at the time she wishes to vote;
  • Has not been declared mentally disabled by a court of competent jurisdiction and, on account of age, disability, or illness, is not able to appear at the polls on election day;
  • Is not permitted to vote by a mail-in absentee ballot, but who will be absent from the county of his or her residence on election day;
  • Changes their place of residence to a different state while the registration books are closed in the new state of residence before a presidential election, then the voter will be permitted to cast an in-person absentee ballot for President and Vice president only; or
  • Is a member of the County Board of Elections, a precinct election officer appointed to serve in a precinct other than that in which he or she is registered, an alternate precinct election officer, a deputy county clerk, staff for the State Board of Elections, and staff for the County Board of Elections.
No appointment is needed for in-house voting.
You will need to provide one of the following forms of identification in order to vote:
  • Personal Acquaintance
  • Driver’s License
  • Social Security Card
  • Any identification card with picture and signature
  • Any United States government-issued identification card
  • Any Kentucky state government-issued identification card with picture
  • Credit Card

2) receive and return ballot by close of business 11/5/2019



REQUEST BY EMAIL LINK - TO HAVE A BALLOT APPLICATION MAILED TO YOU
Both the application and the ballot can only be mailed directly to the voter. No absentee ballot shall be mailed to a voter's Jefferson County address except to those voters who qualify for reasons listed in numbers 1 and 5.

PICK UP A BALLOT APPLICATION IN PERSON:  
Qualified voters may pick up the voter absentee ballot application at any Jefferson County Clerks motor vehicle office. Otherwise, only the voter's spouse, parent or child may request an application for a mail-in absentee ballot. 

Step One:  
For each election in which you wish to vote, you must obtain, complete and return an
Absentee Ballot Application to request an absentee ballot. This application must be returned
to our office no later than close-of-business 7 days before the election.                                                                       
Step Two:  
Upon receipt of your completed application, we are required to mail the ballot to you within 
72 hours. The ballot must be returned to the County Clerk's Office by mail, and received no 
later than 6:00 PM on Election Day.

Kentucky law allows mailing an absentee ballot to voters 
who meet the following criteria:

1.  Person who, due to age, disability or illness will be unable to go to the polls on Election Day.
2.  Student who temporarily resides outside the county in which he/she is registered.
3.  Voter who temporarily resides outside the state but is still eligible to vote in this state.
4.  Person who is incarcerated in jail and has been charged with a crime but has yet to be convicted of the crime.
5.  Person whose employment requires him/her to be absent from the county all hours and all days absentee voting by machine is conducted.
6.  Military personnel confined to a military base on Election Day.
7.  Voter who moved to another state after its voter registration books closed. Presidential Election Only.
8.  Person who is a participant in the Office of the Secretary of State's address confidentiality program.
